Adjust rack to top position and preheat oven to 425 degrees. Wash and dry produce.

Place @carrots{2%unit} on a lightly oiled #baking sheet{}. Toss with a drizzle of @olive oil{2%tbsp}, @salt{1%tsp}, and @black pepper{½%tsp}, then push to one side of the sheet.

In a #small pot{}, combine @jasmine rice{½%cup}, @water{1¼%cups}, and a pinch of salt. Bring to a boil, then cover and reduce to a low simmer. Cook until rice is tender ~{15%minutes}.

While rice cooks, in a #large bowl{}, combine @ground turkey{12%oz}, @panko breadcrumbs{½%cup}, scallion whites, @ginger{1%tbsp}, remaining @soy sauce{2%tbsp}, salt, and pepper. Mix until combined, then form into meatballs.

Once carrots have roasted ~{10%minutes}, remove sheet from oven and carefully place meatballs on the empty side. Roast until meatballs are cooked through and carrots are tender ~{15%minutes}.

While meatballs finish cooking, whisk @sour cream{¼%cup}, @mayonnaise{2%tbsp}, @honey{2%tbsp}, @sriracha{1%tbsp}, and remaining soy sauce in a #small bowl{} until smooth. Fluff rice with a fork and season with salt and pepper. Divide rice between plates, top with meatballs and carrots, drizzle generously with the spicy honey cream sauce, and garnish with scallion greens.
